WRCOG Appoints Chris Gray as Executive Director

Riverside, CA- October 6, 2026  At its recent Executive Committee meeting, the Western Riverside Council of Governments (WRCOG) Executive Committee has appointed Chris Gray as Executive Director, following his service as Interim Executive Director since April 2026.

Gray joined WRCOG in 2016 as Director of Transportation & Planning and was promoted to Deputy Executive Director in 2021. During his tenure, he has helped guide the Transportation Uniform Mitigation Fee Program, expanded WRCOG’s regional grant-writing efforts, which have helped member agencies secure more than $67 million, and led the development of one of California’s first regional Vehicle Miles Traveled mitigation programs. He brings more than 30 years of public- and private-sector experience in transportation planning, infrastructure and regional growth.

“Chris has consistently demonstrated thoughtful leadership, a deep understanding of our region and a strong commitment to WRCOG’s member agencies,” said WRCOG Chair Jacque Casillas. “His proven ability to build partnerships and turn regional priorities into meaningful results makes him the right leader to guide WRCOG into its next chapter.”

As Executive Director, Gray will focus on strengthening organizational efficiency, building a more recognizable regional presence and ensuring WRCOG’s programs continue to produce measurable improvements in the quality of life for Western Riverside County communities.

“I am honored to continue serving WRCOG and the communities that make our region such a dynamic place,” Gray said. “Through strong partnerships with our members and the communities they serve, we will ensure programs that create lasting benefits for Western Riverside County businesses and residents.”

Gray holds a bachelor’s degree from the University of Florida and a master’s degree from Florida State University.
