What Does Administrative Services Do?

WRCOG’s Administrative Services Department plays a vital role in supporting the Agency’s internal operations and ensuring that all programs run efficiently and effectively. The Department oversees a wide range of administrative and human resources functions that serve both staff and member agencies. Our team leads the Agency’s recruitment and hiring processes, administers employee benefits and leave programs, maintains personnel records, and ensures compliance with HR policies and state and federal regulations.

In addition to HR functions, Administrative Services manages WRCOG’s insurance and risk programs, oversees contract administration and procurement, and coordinates all information technology needs in partnership with the Agency’s IT service provider. The Department also manages the WRCOG Public Service Fellowship Program, which connects local students and recent graduates with meaningful public sector experience with WRCOG member agencies throughout the subregion.

Administrative Services further provides ongoing support to WRCOG’s Committees members, including onboarding, meeting logistics, roster management, and compliance with the Brown Act and related public meeting requirements. Through these efforts, the Department helps sustain a transparent, compliant, and service-oriented organization that meets the needs of both its employees and member jurisdictions.

The Department also serves as a resource hub for WRCOG staff, Committee members, and external partners. Employees can find assistance with recruitment, onboarding, benefits, and payroll inquiries; vendors and consultants can access contract support; and Committee members receive help with meeting preparation and materials.
