Riverside, CA – October 23, 2024 – The Western Riverside Council of Governments (WRCOG) announced the completion of four major transportation projects, made possible in part through the Transportation Uniform Mitigation Fee (TUMF) program in Western Riverside County. Through the TUMF program, new development must pay its fair share for regional infrastructure improvements, ensuring that roads and transportation systems keep pace with growth. These projects will significantly enhance regional mobility, reduce traffic congestion, and improve safety.
The Hamner Bridge Project, completed in August 2024, was dedicated to former Norco Mayor Berwin Hannah, whose leadership was key in making it happen. The new six-lane bridge replaces a two-lane structure, providing a vital alternative to the I-15 and improving connectivity between the cities of Norco and Eastvale. Over $13 million in funding came from WRCOG’s Transportation Uniform Mitigation Fee (TUMF) program, with support from multiple agencies.
Another critical project, the Temecula I-15 Congestion Relief, initiated in March 2024, addresses one of the area’s most notorious bottlenecks. With a total cost of $4.4 million, $3.5 million of which came from TUMF, this project improves travel times and access for residents and businesses.
The Limonite Gap Closure Project, which began in August 2023, was funded at $24 million, including $9.5 million from TUMF. This key improvement enhances connectivity between I-15 and SR-71, reducing travel times and offering more reliable routes through Eastvale.
Additionally, the Holland Road Overpass in Menifee, which started in January 2023, improves east-west access across the city. This $26 million project, with $11.2 million in TUMF support, is a critical infrastructure upgrade to support future growth and increase safety in the area.
WRCOG Chairwoman and City of Perris Mayor Pro Tem Rita Rogers highlighted the significance of these projects, stating, “TUMF funding is crucial for addressing infrastructure challenges as our region grows. When cities and the county collaborate, we can ensure safer, more efficient roads that ease congestion and prepare for future growth. These projects show how TUMF makes a real difference in residents’ daily lives.”
The successful completion of these projects highlights the strength of WRCOG’s partnerships and the effectiveness of the TUMF program in addressing critical transportation needs.
